How can I get to Dalaran?

Hello, I was running ZF today with a group, and to my surprise a paladin there had the bear mount from Dalaran. I had always thought it was BoP and you need to be in the lvl 70 range to get into Dalaran. How did he get it? I thought there was a level restriction on using mage portals to Dalaran, is this right?
