Just wondered if anyone knew for sure - the only patch notes I've found are ptr. I read, once, somewhere, sometime, that come 3.3, SoH shoulder enchants and faction head enchants would become BoA so you didn't have to grind for alts.
The purchased Inscriptions will be BoA, but they will make whatever item they're used on soulbound. They do only require the reputation to be purchased, not to be used. You would also only get the benefit of the inscription when you're the appropriate level to benefit from it (level 80 for these ones, for example).
