Weapon skill affects stats?

Hi guys quick question on my alt as I am too embarrassed to ask on main.

Does the weapon skill have any effect on the stats of that weapon?

For example, if say a mage equips a staff (+10 sta +10 int for arguments sake) and has 1/450 skill with staves, does that mean that the stats of that staff are slaughtered?

Thus, do I have to up my skill in staffs to gain the full item stats and perhaps bonuses, or the skill only applies to melee damage?
