Does the triple Xp start instantly or does it kick in at a certain level, and do you have to be grouped to recieve the triple Xp and if so does being grouped half the Xp youu earn ! ??

You have to be grouped with someone from the associated account, and the characters must be within 3 levels of each other. Normal group experience dividing rules apply.

You will find experience isn't necessarily halved when grouped with another player, but rather more complex calculations are performed. :) None the less, even if it were halved exactly, you kill things twice as fast.
