Flying or floating cities is not a new idea, and we have been presented with quite a few incarnations of this idea in recent years, which I presume is due to special effects and computer graphics becoming more convincing and realistic… Dalaran is not the first floating city ever imagined, and I am sure it will not be the last one either :-)

Wikipedia has this to say on floating cities:
In science fiction, floating cities are settlements that strictly use buoyancy to remain in the atmosphere of a planet. However the term generally refers to any city that is flying, hovering, or otherwise suspended in the air via any means technological or even magical.
