Icecrown Citadel: The Frozen Halls

So with the new upcoming patch of 3.3 which is Icecrown Citadel: The Frozen Halls as announced from Mmo champion brings the new 5man Dungeon.

There is a 5 man normal mode which drops item level 219 epix and Heroic mode which drops item level 232 epix.

My first question is there planed to be any raids based here i.e 10/25 man with the usual one week lock out?

Second question is this Heroic mode going to be the same as all other 5man dungeons with just a one day lock out time? if so does this just not make Ony 10 man, ulduar 25 and Toc 10 man pointless obtaining epix wise counting out achievements of course.

3rd if this is going to be a daily dungeon I assume it's going to be geared for players who are with gear of around item level 232 etc to make it a very very hard mode heroic dungeon?
