Heirloom Question - Blue Tracker

I have a Heirloom shoulder on my 69 mage and I want to transfer it to my new mage on Sylvanas realm. It is meant to be Bind on account not just the realm? I know we cannot transfer it from ally to horde and from horde to ally. Please awnser it thank you.

It can be moved between characters with regular Mail restrictions. So to move it to a character on another realm, you would need to move a character to the destination realm and mail it to the chosen character there.

I believe so, yes. I can't confirm that straight off the bat, but I believe the item is leather from 1 to 39.
