Cross Faction / Faction Change

Hello,

Ive recently noticed that you can make make diffrent factions chars on PVP realms (Funny shizle)
But my burning question is! When does cross faction come to wow!? Cauuse the change of having 2 diffrent factions on a pvp realm is not something you guys just do...

Im guessing it comes fast right?
