The internal balance system now only changes when a faction achieves 2 consecutive defenses after an initial capture of Wintergrasp, up from 1. You can find additional details here: http://forums.worldofwarcraft.com/thread.html?topicId=23329393344

Everything else listed there, that people are claiming to be horrible changes, is how it already works. They just finally decided to clarify the mechanics behind Wintergrasp.

This is correct. Perhaps the title of the thread should have been "Upcoming Wintergrasp Change," but I did still lay out in detail that the post was primarily to explain the current functionality of the system while incorporating the change made. I also mentioned before delving into the details that the change itself is minor.

The idea is to give factions on certain realms which have difficulty capturing and keeping Wintergrasp for more than one round a slower decay to their advantages. We'll see how things pan out. :)
