No addon file in interface

i have recently changed pc's to a new dell with windows vista and had to reinstall world of war craft and after reinstalling and uninstalling several times it still doesn't have the addon file in the interface folder and when i try to logg in there is no addon option at the sign in screen ,I have talked to several others who are having the same issue and they also have windows vista and no one knows why this is happening or how to fix this issue .
could someone please advise me on how to fix this.

Try right clicking on the icon and select "run as administrator". Also, check the following location for your addons folder:
C:\Users\%username%\AppData\Local\VirtualStore\Program Files\World of Warcraft\Interface
