This is Raid Finder for Blackrock Foundry, the second raid zone of the expansion progression-wise.

Normal dungeon gear (item level 615 blues) will get you into Highmaul Raid Finder, and then Foundry is meant to be the next step up once you have some gear from Highmaul.
