Lumber mill locked - Blue Tracker

Hey All, my garrison is level 2, my character is level 93. I wanted to build the lumber mill but it is locked and says it requires a quest. I had it before the wipe (I was level 100) but I cannot remember at what level I got it. I really would like to get the lumber mill again so if anyone can advise me what quest I might need and what level to unlock it I would sure be grateful!

When you complete the quest Bigger is Better and upgrade to garrison tier 2 you should receive a book of garrison blueprints that will teach you ALL level 1 small, medium and large plot buildings.

Level 2 requires you to either be level 98 or to have completed one of the following Spires of Arak quests: The Ebon Hunter or No Time to Waste.

Level 3 are all unlocked via various achievements.

You do not need to do the Gorgrond quest to unlock the blueprint for LM or Gladiator's Sanctum.

Be more specific. What aspect of 'garrison leveling' are you talking about?
