Mine vs. Herb Garden disparity

Why is it that the mine becomes available at level 92, but the herb garden only much later? That seems rather unfair to me from the perspective of people who have professions that depend on herbs.

Mine nodes should be on the same repop as the herb garden. We will look into it.
