I had a skin in my collection for years now its saying I don't, but says I own it

I have the Toxic Tyrant skin for Diablo for probably a year or two in HotS. One day I logged in and it said I didn’t own it at Hero select, I go to check and it says I own the skin but its telling me to buy it and its locked on the Hero select screen.
