White Fuzzy Screen When Trying to Download

I don’t get very far when trying to download GW2. Via discs or via the installation from the website. The same thing happens for both.

I get past one quick download screen that I believe is preparing for the download (I could be wrong though, I am, unfortunately, not very tech savvy) then a new one pops up and it acts as if it’s going to download. Shows as 0/0 then it goes white and fuzzy.
I’ve attatched a screenshot of my desktop when this happens so you see what exactly happens.

And I can’t exit out of it and my task manager doesn’t register it either.

…Please help? I have loads of room my laptop and I just want to play GW2 __
