It seems to me like it has. I checked my settings and it is “Player limit Highest”and “Player detail lowest”as it has been since culling was removed. But over about the last week it feels like culling is back. Every zerg fight is “oh thats not too bad, they have about 30 and we have about 30”, then another 20 players appear in the middle of the fight, then another 20 more, then another 20 more. Similar to how it was during culling. I have noticed a reduction in skill lag during the same period, so was there a stealth patch?
