Very low fps on low settings with decent computer

Hi,

I got this game a while ago and what is bothering me is that even when I play on low settings I tend to get a fps of 20-30. Considering that my system is far above the system requirements I find this unacceptable. I only experience these fps problems in this game as well.

To list my specifications:
Processor: Intel Q9550 quad core @ 2.83 Ghz
GPU: Radeon HD 6770
GB RAM: 4 GB
1 TB hard drive and windows 7 32 bit.

Are there any solutions to fps problems because it must be obvious that this isn’t my computer, neither is it a virus as I can perfectly run Diablo 3 on highest settings with a fps that doesn’t go below 40, however my PC can be struggling to maintain 10 fps in PvP when playing on the lowest settings in Guild Wars 2.
