I’ve been playing GW2 since Early Access and I’ve never had this bug before. I’ve been using a Logitech G600 to play the game for around 2 years now. I’ve been playing almost every day until a few weeks before the WvW S2 ended. Now, I just login a few hours a week. I noticed this bug since last week’s patch.
A few days ago, holding the RMB would work as intended. However, after a few seconds it will stop responding and I would have to let go of the button and hold it down again to control the camera. Today when I logged in, I can’t use the RMB to turn the camera at all.
I am able to right click on my inventory, and right click on party member portraits to make the menu show. So I am quite sure the RMB works in-game for everything else other than turning the camera.
A few info:
I’m running the game as Administrator and using “/clientport 80”. Tried disabling “Run as Administrator” and without the command line, didn’t help.
I also tried running Logitech Gaming Software on compatibility mode for Win7. Didn’t fix the bug.
After finding out about the bug, I installed the latest driver from http://www.logitech.com/en-us/support/gaming-software?section=downloads&osid=14&bit=64. Didn’t help.
I’ve also tried resetting everything to default. Controls, Sound, and even the Video settings. Also didn’t fix the bug.
Tried running the game in Fullscreen, Windowed and Windowed Fullscreen. Didn’t help.

These fixes didn’t work for me either.
Update:
I play GW2 on my laptop. I tried unplugging my mouse and using my touchpad. Holding the RMB does allow me to move my camera. I still doubt this means my RMB is borked though, since I am able to use it to perform other right click functions within the game.
I tried uninstalling the software. Rebooting. Used all 3 USB ports on my laptop. Didn’t work.
Reinstalled the program. Rebooted. Even tried changing maps and switching to another character. Didn’t work.
TL;DR
RMB doesn’t turn the camera. Bug showed up after LS S2. Would like to play regularly again, but this bug is making it difficult for me.
