Hello there,

I wonder on what time the new update will come out tomorrow (CET)
Will it be like the other updates on 9AM CET (12PM Pacific Time) ?

The email blast that went out earlier is quite correct. Due to differences with timezones the event starts past midnight (this evening) for European players, the event starts worldwide at the same time. Obviously this means that it will run until the 2nd of November (again due to timezone differences).
