Recipe Account Bound

Hi, I have found something strange when you buy a Recipe from a Master (I mean for example Master Jeweler), the recipe tells that is an Account Bound, but when I use it and switch to another PG, I have to buy it again for unlocking the item.

Isn’t it an Account Bound? For me now works like a Soul Bound.

Account bound means you can transfer the item to a different character. It doesn’t unlock account-wide.
