Rare crafting inscriptions shared ...?

OK, here is the situation: I have an level 400 artificer and he has already bought all the rare inscriptions the crafting master/vendor/trainer is selling. It say that this rare inscriptions are account bound, yet my other character who is a weaponsmith does not have them in his crafting window. And when I visit the weaponsmith trainer, he has all the rare recepies on sale and the weaponsmith character does not know them.

So my question is : aren’t this recepies SHARED to all characters you have on your account? And if so, why doesn’t my weaponsmith see the artificers rare recepies?
