Point of chat filter?

What is the point of having a chat filter if Anet suspends players for spelling profanity correctly? I’ve heard many firsthand accounts of this happening to players and I see them end up still using profanity but bypassing the chat filter by spelling profane words incorrectly. Doesn’t the original enforcement method in Guild Wars make much more sense?

As noted, it’s there to stem the tide when someone decides they’re going to break the rules. It’s not a free license to say what you want.
