Cannot Progress my quest “Fixing the Blame” due to NPC “Warmaster Gurnn” Being unresponsive i only have the option to greet this guy.

Is he marked with a story story star on the minimap or over his head? I just tried it now and it worked ok.

I can’t reproduce this bug, was he in the middle of a scene, which turns off his interact?

If it’s what I think it is, he should respond once a nearby event kicks off.
