Patch made DR worse, Explanation?

Note: I’ve been doing this event for weeks now with not a single aspect of Diminishing Returns on Karma/Silver/EXP rewards.

Now with patch, I run to Orr and do Temple of Balthazar (first time I’ve been there all day) and get reduced Karma. Okay..hmm strange because I haven’t been here all day. Go to Wayfarer Foothills to do a chest event that spawns there and immediately get more DR?

Please, PLEASE tell me this is not intended and a bug that is going to be fixed very soon.

Oh, and the relogging thing in the screenshot does nothing.
