Dont seem to be any pve options for culling in the graphics options panel.
No Culling options?

In your graphics options, the “WvW Character Limit” and “WvW Character Quality” settings now apply to PvE.
The text will be updated in a hotfix to make that clear. Sorry for the confusion.
