Can someone anyone please tell me how to start this quest. The mission data states "Meet Apatia on the shores near krait city. I can not find this location on its own or find any info on it also the marker leads me to a asura gate on top of vigil keep that I can not reach. I have asked for help with this in game and searched online and can find nothing. Any assistance is appreciated.
