My friends account has been suspended indefinitely and already been refunded all charges. now that the account is deleted. can they use the same "Character Name: & email to purchase and play the game again?

Once an account is closed, the names are not freed up for reuse. So your friend would need to (1) purchase from a legitimate source, or using a valid credit card, and (2) use new character names.
