my friend cant buy guild wars 2.

My friend is trying to buy Guild War 2 with his Credit Card but it is not working. He just used his credit card to buy a 3DS game off of the Eshop so its not his credit card. is this happening to anyone else or is there a special way to enter your information? thank you for your time.
