Thank you to everyone who posted your server name here; we found out that the event was blocked on some servers, but not others. We’re currently looking into what we can do to prevent the related event from breaking.

There have been multiple posts on this topic, so the official reply probably got lost in all the noise. (It’s why we try to merge threads when we can. 20 posts on the same topic just makes it 20x harder to find the answer.) Anyway, we’re looking at the issue, but we haven’t been able to reproduce it locally, so I don’t have an ETA for a fix.

The end-of-month content update has a fix for the event that should keep it from stalling.

There are several posts on this issue, but I can’t seem to find them. (Things disappear pretty quickly.) It’s a known bug, the next content update is scheduled for the end of January. and will hopefully fix this up.
Thank you for the updates; we’re taking another look at the events that make the Cattlepult accessible and what might be breaking them. 
Just to clarify… The bug now is that the event won’t run, correct? The bug I fixed for the 1-28 update was to prevent the event from stalling while it was running. I just want to make sure this is a seperate issue so I can make sure I find the problem.
Thanks for the reports; I’m sorry to hear that our last fix didn’t completely solve this. :/ We’ll take another look at this issue.
In the meantime, if you are blocked from completing the vista on your server, you may want to guest to one of the servers that has been noted as working if you need it for map/world completion.
I made a change in the upcoming content update that should make the cowapult much more accessible. We’re still trying to track down the bug causing the NPCs to stall after the event runs (but before the cowapult is usable) but the upcoming change should allow you to use the cowapult unless the event is actively running.
It’s under investigation, but I don’t have an ETA for a fix. (Mostly likely with one of the upcoming content updates.)
