Missing/Broken Skill Point NPCs [Merged]

Since this seems to be happening in a lot of areas I figured it would be a good idea to compile a list of missing or broken skill point NPCs in one thread instead of having all these individual threads.

When you post please list the NPC’s name (if you can), it’s location (to the best of your ability), and what’s wrong with it?

North of Lost Child’s Sorrow Waypoint, NPC is missing
Roj the Rowdy Butcher, The Blasted Moors (Diessa Plateau), NPC is missing
Utcua, Metrica Province, NPC is dead
Black Ice 4444, NE Corner of Metrica Province, NPC is Missing

Update update read all about it!

We’ve finally tracked down the root cause of these missing skill point NPCs and fixed it. This magical fix will be in the next patch after it goes through further testing. This fix will also address issues with missing Event NPCs, too.

We apologize for the hassle these have been, but thank you all for hanging in there while we got this issue sorted out.

NPC still broken. (3+ weeks now) NPC just lays there dead. Unknown if it ever worked when server came up from update.

Sadly this one will be broken until our next update. The issue here was found after we got the fix in that I mentioned last week. Luckily, this is the only one that was affected by this issue.

Sadly Bill, your company seems to have lied to its customers. This was meant to be fixed in the update 2 days ago, according to the post 11 days ago.

The past couple updates were unscheduled emergency builds to address issues that came up. Our next scheduled content update build is the upcoming Halloween build. I do apologize for the confusion, but I assure you that the skill challenge will be fixed in that build.
