Maybe if your IP address is within the EU region this doesn’t happen, but if you try to use this link from the US, it only takes you to the original page:

https://www.guildwars2.com/en-gb/legal/guild-wars-2-user-agreement/

Even if you type it in manually, it takes you to:

https://www.guildwars2.com/en/legal/guild-wars-2-user-agreement/

I am not sure if this is working as intended, or not, so I thought I would bring it to your attention. Thanks in advance. =)

Thanks for the info, we were just talking about a better way to make this info available yesterday. That experience should be better.
