Apparently you can get still xp from crafts that are at 400, would it be an exploit to level my characters using a cheap Cooking recipe at 400?

This is not intended behavior. We should have a fix coming out soon to correct the issue.
In the meantime, I would avoid continued exploitation of this bug.
