Is this considered to be botting?

Hey today I did the jormag claw’s event in frostgorge sound and I saw 2 guys standing the whole fight at the camping casting their healspells at cooldown. I tried to wispher them but only one of them was online. 3minutes after the fight the first guy walked to the chest and another 2minutes later the second guy walked there, I send him a provocative message something like “Come on bot, walk” he responded claiming that he was not a bot. He also said that he had to be afk so he turned on this macro that casted his healspell on cooldown. Is this a form of botting? I already reported him but I am still curious to know if it is.
