Installation - Freezing 3 sec into the launcher

HI
Im trying to install GW2 for a friend who bought the game. So the issue is that when we try to install it it just freezes at the launcher. We can se that it starts to download 0% -. No error message is showing (or there is no time for it to pop up before it freezes.
It freezes the whole PC and it requires a reboot. Its a BRAND NEW pc bought only for GW2.

I have tried:
Portforwarding, Disableing firewalls & antivirus, Run as Admin, installing on external HDD, Bought a new HDD, deleting the local.dat files, downloading a torrent with the full game downloaded.. and some more..

I keep feeling its something blocking it from downloading and that causes the freeze.. Im not that good with PCs so a good instruction on how to try your solutions would be great!
