As the title says, I often find that for some personal story missions that party members cannot join me in my mission, even if they are in the same map and standing right next to the area that I enter the mission. Is this the intended function? Or is it a bug.
I ask because I have noticed someone mention they could bring friends into forging the pact, which I cannot.
