Hello. Does anybody knows where the merchant that sells Fractal weapons is?

they are not sold. they drop in the higher scales of the Fractal dungeon.

They are indeed a drop chance, not a 100% chance.

All of the new weapon skins are Account Bound. So you can choose which character to send them to.
There is also a change going into the current chest given exotic armors and weapons that will make them Account Bound and Soulbind on Use. So you can send those extra armors and things you get to your bank for your other characters.
