What time zone is used for the forum timestamps? And is there a way to change the setting to use my timezone instead?

Forum time stamps use your system clock and time zone. If you are not seeing time stamps in your local time, please check your time zone and clock settings.

If you click on the time stamp, it will toggle between “A day ago” and “Yesterday at X:00”. That time will be in your system time, not GMT.
