My friend just got a forum infraction for trying to get answer out a troubling issue, perma-bans for guild chat or whispers to friends. Is it normal to hand out infractions to people for trying to understand your banning program?

Your friend asked a question. He was answered. Wanting to press the point, he posted again, and the forum moderator responded appropriately in removing the second post.

Participation in the forum is a privilege, not a right. It is acceptable to post on behalf of a friend when more information is needed. Posting to argue a decision that has been communicated privately to another player is not appropriate. It is entirely counter to the Forum Code of Conduct to post on behalf of a friend who him- or herself posted on behalf of another person. It is against forum rules to argue support decisions that are 100% correct and have been reviewed and communicated directly to the player involved.
