finishers or bank/charc slot gifting

Because these are account limited items (you can only buy X before they’re pointless) we don’t allow you to gift them to others. We don’t want to expose the state of purchases to other players for privacy reasons. (eg friend has max bank slots, you can’t gift that to them) and we don’t want to take gift money and give them a useless item.
