I deleted a low level character that had several gem store items on him by accident. Is there anyway for a character restore, item restore, or gem refund too happen?

We would not roll back an account for this reason — that’s a service offered only for a compromised (hacked) account. However, you’re welcome to contact Support to inquire about the GS items you deleted in error.
