Celebration Hat didn't show up, why?

I visited Black Lion Armorsmith today and I didn’t recieve my Celebration Hat skins (my Wizard Hat skins appeared, though). Why? I’m sure I had this hat before April update and as far as I remember I wore it once on one of my characters. Did I do something wrong or something crashed?
