Can players appeal against decisions of Anet concerning other players?

More specifically, can I appeal Anet decision’s to not ban someone that helps thieves, like Anet did in this thread https://forum-en.guildwars2.com/forum/support/account/Complaints-from-Gold-Buyer/first#post1657368 ?

These gold buyers & gold sellers are criminals. Plain and simple. Gold buyers need to be banned.

They ruin my game by inflating prices, they ruin my game by stealing accounts, they ruin my game by taking up time from Anet and they ruin my game by not buying gold through gems to support the game.

And Anet doesn’t even ban them when they get caught! All they do is say ‘oh, well, you got caught buying gold from thieves, thieves that stole the gold from other players, tssssk’ and let them just go on.

That is an unfair decision.

So, is there a way I can appeal to this decision not to ban these players that bought gold stolen from other players?

Another question…

The person that bought gold that was stolen from other players, bought gems before (he claims). Is there a different type of justice system for these players?

In other words: when you buy gems from Anet, are you then considered a ‘better customer’ and won’t be banned when you are caught buying gold stolen from other players?

Or is it general policy not to punish this kind of thieves?

I understand your position, and I will share it. Buying gold is a very bad thing and it does cause harm to the game economy while potentially having a negative impact on individual players (through account thefts).

However, there is no way to “appeal” the decision made in relation to another account. Getting involved in discussions about broad policies would be counterproductive and time-consuming.
