Buying Bloodstone Shard for another character

So I’m working towards the legendary, but I ran out of points in my main character before buying the Bloodstone Shard. Instead, I’d prefer to get them with another character.

I know the Bloodstone is soulbound, but it seems both the rest of the ingredients for Gift of Mastery and the gift itself are account bound.

Can I get the Gift of Mastery with a character, and then use it in another?
