Blueprint Trading - Is it legal?

It is currently possible to give WvW blueprints to someone else. If you drop it to the ground and someone else picks it up to put it in his or her inventory.
The blueprint can be donated this way despite the soulbound.

I’d like to ask if this is considered a bug and exploitable?

This is 100% correct. Dropping the bundle so someone else can pick it up and deploy the weapon (or pack it up for later use) is totally acceptable.
