As in if i have a human and my friend has a sylvari, at what level will our storylines become 1 and we can work together on the same missions?
At about what level do the storylines cross?

You can work together starting at L1. There are numerous splits along the way based on your Order, the minor race you help, your greatest fear, etc. So the earliest you could both have the same story step is in Chapter 4, if you both choose the same order.
