Are ratings based on Account our Character?

As the Title states the question is:

“Are the ratings in the top 100 based on the character or the account?”

Also I’d like to know the following:

When will people below the top 100 able to see their ranks?

It’s by account. The character is your most recent character, so that the leader boards show names that players in game can recognize.
