In the quest Protest Too Much I am supposed to speak to agent Batanga outside Garrenhoff. When I go to the location indicated by the little start thing, it glows as I approach but Agent Batanga isn’t there. There’s nothing above or below the location, and I suspect the game is bugged. Is there a way to restart the quest or otherwise resolve the situation? Thanks.
What do you mean by “it glows when I approach”? The start is marking the entry point for the story—so when you enter the glowing area that’s marked in the world, it will prompt you to enter the story map. Batanga isn’t in the open world, she’s in the story map.
Correct. You’re not standing in the right spot in the screenshot. It’s a bit deceptive since the entrance is up in the town, and it’s possible to stand on the beach directly under the marker on the minimap, and not see the entrance above you.
