You can pick up a Hall of Monuments Portal Stone from the Skritt Karma Vendor (I forget his name) in Hooligan’s Route in Lion’s Arch. Before the Patch, you could get it from Scornheart.

You get one in the Mail on each character you create after the link. Though, occasionally they do not arrive.

Did the vendor change after the update? I hope someone updates the wiki, cause I rely on that for info!
