A Grisly Shipment level 76 personal story quest

This quest has been bugged for quite a while now. When you need to bomb the ship the NPC does not hand you the item you need to do so.

Please fix this so that numerous other people alongside myself can finish their personal stories.

What do you mean “I can’t even initiate the quest”? You can’t reach the start point to enter the story instance?
