Can't get past the 60% mark, ive done everything that has been posted to try and fix it but no cigar... (restarting comp, redownloading, tried couple torrent files feels like i have aides now...)

Have you tried fully uninstalling the game, redownloading the installer from your Battle.net website account, and deleting the Battle.net folder from your My Documents folder?
